Building Climate Cooperation: The Critical Role for International Carbon Price Floors

As the effects of climate change continue to devastate communities around the world, drastic and immediate mitigation efforts become increasingly necessary. The Paris Agreement is galvanizing countries to pledge net zero greenhouse gas emissions targets for the middle of the 21st century, but countries also need to commit to reducing emissions ambitiously over the next decade.


A new report from the International Monetary Fund argues that an international carbon price floor (ICPF) agreement can enable greater near-term reductions and assist in rapidly scaling up international cooperation on climate.


On Friday, June 18, the Brookings Center on Regulation and Markets (CRM) and the International Monetary Fund (IMF) will co-host an event featuring a paper presentation and expert panel discussion on the rationale, policy design, potential emissions performance, and implementation prospects for an ICPF agreement. Kristalina Georgieva, Managing Director of the IMF, will make keynote remarks, and Adele Morris will moderate the panel discussion with Joseph Aldy, Professor for the Practice of Public Policy at Harvard Kennedy School, and Ian Parry, Principal Environmental Fiscal Policy Expert at the IMF.
